The following rules are modified by this act:
#GV-5.0.0 - Virtual Airlines
A Virtual Airline shall be defined as any group of 3 or more persons organized for the purpose of simulating real-world civilian flight using YSFlight.
Virtual Airlines shall be permitted, but not required, to register with the Virtual Airline Stock and Commodity Exchange (VASCE), using the YSATC OpSys Software, and upon registration shall be bound by the rules and limitations of the VASCE System and YSATC.
Basically, this will cut the rules by more than half. That should do the trick.
